DESIGN AND TENDER MANAGEMENT

Concept & Final Design Management

This is an audit of multi-disciplinary application projects commissioned by the employer. Within the scope of this activity, the Project Management Team does the following:

Our team examines the architectural, static, mechanical, electrical, infrastructure and fire application projects, and provides corrections by sharing the findings with the project offices.

Our team provides technical coordination between designated project groups at the stage of application.

Our team checks the technical accuracy levels of design projects for application.

Our team presents its comments on value engineering issues in tables, and receives the approval of the employer, and then makes the necessary arrangements for the project groups.

Our team provides the necessary coordination with the relevant consultants, such as facade, fire, elevator, LEED, acoustics, lighting, and safety.

Budget and Schedule Planning Management

In this context, the Project Management Team does the following:

After the project drawings are completed according to the employer’s requests, our team makes an approximate budget presentation to the employer.

Our team estimates the optimum time to complete the job as a master project schedule using the Primavera or Microsoft Project programs and submits it for the approval of the employer. It checks the implementation of this work schedule by the contractor and issues the necessary warnings.

Procurement Management

In this context, the Project Management Team does the following:

Our team determines the purchasing priorities according to the approved work schedule.

Our team evaluates the purchase requests which are prepared by the employer and/or the main Contractor and submits them with the necessary comments on this subject to the employer.

Our team creates the Strategic Procurement Program for employer-obtained supply materials.

Tender Management

In this context, the Project Management Team does the following:

Our team examines the tender documents prepared by the Project Designers and makes the necessary warnings.

Our team ensures that the Budget Estimate, specifications and projects, which are the annexes of the tender package, are prepared completely and thoroughly.

Our team provides support in the case that assistance is required in finding a Contractor.

Our team examines the pre-qualifications, certificates (including those related to financial and technical ability) and knowledge of the Contractors.

Our team presents the proposals from the prospective Contractors to the Employer by making a comparison table, and helps the Employer in the selection of the Contractor.

CONSTRUCTION MANAGEMENT

Physical Realization Tracking and Control

Within the scope of this activity, the Project Management Team does the following:

Our team ensures that the Master and Detailed Project Plans, to be prepared by the Contractor, are checked and evaluated in conjunction with the employer, and that the process is maintained in accordance with the Master Project Plan.

Our team shares proactive suggestions to inform the Contractor about the critical stages and constraints in the Master Project Plan and Detailed Project Plan studies, to be prepared by the Contractor, and to control possible deviations and to provide solutions.

Our team promptly warns and informs the employer on issues that require the approval of the employer, ensures that the employer is involved in the process, and follows the approval procedure.

Our team reports to the employer on a monthly basis. These reports include evaluating the physical and financial progress of the project, evaluating workforce and material efficiency, sharing current status and field photos, and making evaluations in terms of quality targets, budget, and time, which will reveal any deviations.

Our team examines the periodic reports, to be prepared by the Contractor, and ensures that the Employer is informed along with the evaluation notes.

Technical Application and Field Controls

In this context, the Project Management Team does the following:

With the employer, the Project Management Team officially delivers the site to the Contractor, with a site delivery protocol.

Our team evaluates the work safety plans and risk reports, to be prepared by the Contractor, and checks the assignment and operations, and reports them to the Employer.

Our team prepares quality control plans in accordance with the applicable technical specifications and monitors the tests and controls that the Contractor has to do (or should have done), evaluates the results, and takes urgent measures for nonconformities, if any.

Our team performs and reports routine occupational safety checks in the field.

Schedule and Supply Management

In this context, the Project Management Team does the following:

Our team defines the critical target dates in accordance with the project goals in the Master Project Plan and the Detailed Project Plan, follows the actual completion dates of activities, evaluates the progress results, and reports them to the Employer.

Our team follows the procurement of strategically important materials identified in the procurement plan, prepared and followed by the Contractor.

Our team informs the employer in the case of critical situations in the Master Project Plan and / or the Detailed Project Plan.

Our team conducts market research for the materials, designated to be supplied by the employer themselves, and manages the order and purchasing stages in conjunction with the employer.

Our team monitors the tools and equipment (that the Contractor is obligated to provide, in accordance with the contract) are ordered on time and are kept in good working condition.

Change Management

In this context, the Project Management Team does the following:

Our team studies potential change requests from the Employer or the Contractor, controls the analysis, develops suggestions for the requests, and ensures that the decisions are made by submitting them for the approval of the Employer.

Our team prepares an inventory of change requests and results.

Our team coordinates and monitors the change orders and additional requests related to the scope of work deemed necessary by the Employer with additional Contractors.

Our team monitors the increases and decreases within the scope of the tender, evaluates and controls the quality, time, and cost effects, and ensures the necessary coordination.

Contract Management, Value Engineering and Cost Control

In this context, the Project Management Team does the following:

Our team ensures and controls the fulfillment of the contract clauses and its annexes (signed between the Contractor and the Employer) by the Contractor within the implementation process.

Within the scope of the application process, our team evaluates the administrative correspondence and claims made between the Employer and the Contractor, and supports the Employer.

Our team manages value engineering studies based on cost-benefit principles in manufacturing, where value engineering is decided, and accompanies the tenders to be made by the Contractor in this context.

Our team periodically updates and reports the changes and deviations from the implementation budget of the Project, which will occur as a result of change requests, new unit prices, and value engineering studies.

Our team monitors factors that will cause deviations from the budget, determines the effects of the project, material, and market changes in the budget, and ensures that the decisions are made by reporting the results to the Employer.

Our team checks the interim payments and attachments in terms of completion and compliance with the terms of the contract, and after the corrections are made (if any), they are approved and submitted for the approval of the Employer.

Our team ensures that the activities are carried out in accordance with the technical specifications and contract conditions during the application processes, and controls the increase and decrease in scope.

Our team checks whether new unit prices (created by examining the unit price analyses) are in line with the market conditions and submits them for the approval of the Employer.

Our team ensures that the budget and cash flow tables are compatible with the WBS-based Master and Detailed Projects Plans, which are prepared by the Contractor. It regularly monitors the entire process and periodically reports to the Employer.

DELIVERY STAGE MANAGEMENT

Testing and Commissioning Processes

In this context, the Project Management Team does the following:

Our team prepares and manages the test and commissioning procedures with the Project Authors, Consultants, and the Contractor.

Our team obtains the documentation for the commissioning of the facility, the warranty documents, and the operating instructions of the manufacturing companies from the Contractor. It ensures that they are reproduced as required and delivered to the employer.

Our team ensures that deliveries are made to the building operators, and coordinates the training of the personnel to be employed in the enterprise by the Contractor and / or equipment-system manufacturers.

Our team ensures that the Contractor prepares the maintenance and repair procedures and periodic maintenance programs of the systems, and delivers them to the employer.

Management of Provisional Acceptance and Final Acceptance Processes

In this context, the Project Management Team does the following:

Our team ensures that the Contractor prepares the Provisional and Final Acceptance plans, creates location-based determinations, records, and report formats to be used in these acceptances, and submits it for the approval of the Employer.

Our team establishes the Provisional and Final Acceptance Committees in conjunction with the Employer, and accompanies the engineers, architects, and experts in the relevant disciplines during the acceptance processes.

Our team conducts Acceptance audits with the commission (formed with the employer), using the formats and acceptance criteria approved by the Employer, and gradually determines non-conforming productions.

Our team keeps the Provisional and Final acceptance documents. It also ensures that the Contractor corrects all defects, and finalizes them.

Our team checks the final account, which is prepared by the Contractor, approves it, and then submits it to the employer for approval.

Quality management and monitoring process

This service can be carried out as full-time or part-time site inspections. The Quality Management Plan, which includes the quality control points and control officers, is prepared, and the controller services are carried out within this plan. Our team tests, experiments, controls, and performs observations in order to ensure the compliance of the quality with the specifications.

Within the scope of this service, the Project Management Team does the following:

Our team performs one-to-one controls at the site to ensure that anything manufactured at the site is constructed in accordance with the technical measurements and criteria specified in the project application drawings. Within this framework, it creates a Quality Control Plan that includes the list of main productions and acceptance conditions.

Our team checks the conformity of all technical specifications determined during the design phase (or suggested later by the Sub-Contractors), and creates additional technical specifications when necessary.

At the end of the work, our team collects the guarantee certificates, manufacturer or procurement addresses, etc., for all materials used at the site, and submits them to the employer as documentation.

Our team checks and approves the method of statements (which are proposed by the Sub-Contractors) according to the quality standards specified in the contract and general construction rules for the productions to be made on site.

Our team Provides critical information to the Sub-Contractor technical teams for every stage of the production to be made on site.

Our team makes a variety of detailed suggestions regarding solutions that are required due to the problems that may occur during the production phase in the field, and evaluates/approves the sub Contractor’s suggestions.

Our team informs the responsible persons for correction in the case that the manufacturing produced by the Sub-Contractor does not comply with the standards and specifications determined in the contracts.

Our team approves the shop drawings created by the Sub-Contractors, and the material proposals for manufacturing. In this context, by conducting the necessary market research for said manufacturing, it checks the suitability of the proposed material on a technical basis and its effect on the determined budget.

Our team creates the necessary planning for the Sub-Contractors to work at the site within the Occupational Safety rules, and supervises its implementation.

Our team ensures (on behalf of the Employer) that the Sub-Contractors are in the possession of the official documents required to work at the site, and that the Sub-Contractors fulfill their other official responsibilities (for example, making Social Security Insurance payments of the employees, identifying the Site Chief, etc.) as long as they work at the site.
